Actually, there is an appealing process. You have a certain time to appeal their findings. So, the look back would probably go back to when u originally applied. Not sure how it works if you passed the appeal date and start all over. This is a question for Medicaid.

My understanding is that IF it actually is a new application that is filed, the date of the new application starts the lookback. But if there was a transfer penalty placed against the applicant, based on the previous application, the penalty period - which is days of ineligibility- must be completely passed before a fresh application can be filed.

what JoAnn posted about the appeals process is super important. Appeals has a pretty tight window in which to file. If you don’t, then the decision stands.
